DIRECTOR OF CENTER FOR ADVANCEMENT AND DEVELOPMENT

The Director of Center for Advancement and Development Unit is responsible to the Vice-Chancellor for the day-to-day operations of the unit. The Director is responsible for the overall coordination and streamlining of the developmental policies and activities relating to the academic and physical growth and development of the University.

DIRECTOR OF MEDICAL SERVICES

The Director of Medical Services heads the University Clinic and is responsible to the Vice-Chancellor for the day-to-day operations of the clinic. The Director is responsible for the overall coordination of the health and sanitation services of the University. He liaises with other health institutions for medical assistance as the need arises, in addition to periodically organizing seminars/workshops towards promoting good health care delivery within the University community.

DIRECTOR OF PHYSICAL DEVELOPMENT AND MANAGEMENT

The Director of Physical Development and Management heads the Physical Planning and Development Department and is responsible to the Vice-Chancellor for the day-to-day operations of the department. The Director is responsible for the overall coordination of the development and maintenance of physical facilities of the University. He is also responsible for the development and implementation of the University Master Plan.

DIRECTOR OF ACADEMIC PLANNING

The Director of Academic Planning heads the Academic Planning Unit and is responsible to the Vice-Chancellor for the day-to-day operations of the unit. The Director is responsible for the overall coordination and streamlining of the academic policies and activities relating to the academic growth and development of the University.

OTHER KEY OFFICERS OF THE UNIVERSITY

Other key Officers of the University include; the Director of Academic Planning, Director of Physical Planning, Director of Physical Development and Management, the Director of Medical Services and Director Center for Development and Advancement.

UNIVERSITY LIBRARIAN

The University Librarian is the academic head of the University library. He is responsible to the Vice-Chancellor for the development of the University library system. This includes the main library, college and departmental libraries.

Functions of the University Librarian
The duties of the Librarian include the following:
i.    Manage human and material resources and service;
ii.    Administration and development of polices;
iii.    Acquisition of materials;
iv.    Budgeting, planning and fund developments;
v.    Liaise with academic and administrative departments; and
vi.    Liaise with local and international organizations and consultancy services.

BURSAR

The Bursar is the chief financial officer of the University. He is responsible to the Vice-Chancellor for the day-to-day financial administration of the University.

Functions of the Bursar
The duties of the Bursar include the following:
i.    Advising the Vice-Chancellor and through him the Governing Council, the Committees and Deans on finance related matters;
ii.    Co-coordinating the development and updating the University financial management plans;
iii.    Co-coordinating the preparation of periodic income and expenditure, balance sheet and cash flow estimates and consolidation were necessary;
iv.    Monitoring monthly income and expenditure and balance sheet variances against the budget;
v.    Monitoring the accurate and timely preparation of University financial statements and management accounts and present them, through the Vice-Chancellor, to the University Governing Council and relevant Committees;
vi.    Ensuring that all assets of the University are properly safeguarded from theft, natural disasters, deterioration and obsolescence;
vii.    Monitoring fixed assets and working capital (inventory, receivables, and payable) and to ensure that they are efficiently and effectively managed;
viii.    Monitoring treasury activities including cash flow projection and forecasts;
ix.    Negotiating with financial institutions and proprietor with regards to financial matters;
x.    Monitoring the funds received from donor agencies and other agencies and to ensure that they are used for the specified projects and that general funds are used for projects that provide the highest benefits;
xi.    Managing the University investment portfolio;
xii.    Monitoring expenditure on capital projects make returns to the relevant authorities and comply with local financial requirements;
:xiii.     Co-coordinating the preparation of consolidated financial statements;
xiv.    Evaluating and developing computerized and manual accounting and financial management systems and procedures and to develop and implement control system;
xv.    Monitoring the annual audits and other management assignments and to ensure efficient, effective and economical completion of the same; and
xvi.    Monitoring the activities of the University's business ventures when incorporated.

REGISTRAR

The Registrar is the chief administrative officer of the University and is responsible to the Vice-Chancellor for the day-to-day administrative work of the University except as regards those for which the Deputy Vice- Chancellors and Bursar are responsible. He is secretary to the Governing Council, Senate, Congregation and Convocation.

Functions of the Registrar
The duties of the Registrar include the following:
i.     Serves as the Secretary to the University Governing Council, the Senate, Congregation and Convocation as well as Secretary to all Committees of Council and Senate;
ii.    Responsible for the general administration and co-ordination of the activities of the administrative components of the University;
iii.    Responsible for the implementation of the policies and decisions of the University Governing Council and Senate, as well as the various Committees of Council and Senate;
iv.    Liaises with all the administrative heads of the various units and employee associations and unions with a view to creating harmonious environment for the operations of the University; and
v.    Serves as the chief and safe custodian for all the University records and documents including the University Seal, Certificates, Agreements, etc.

DEPUTY VICE-CHANCELLORS

The positions of Deputy Vice-Chancellor (Administration) and Deputy Vice-Chancellor (Academic) have been created to ease of the immense responsibilities statutorily vested on the Vice-Chancellor who naturally needs to be assisted in performing his duties. The Deputy Vice-Chancellors are expected to support and complement the Vice- Chancellor in both the academic and the administrative duties and the responsibilities of ensuring an efficient, orderly and democratic University system properly positioned for attainment of set goals. By law, both Deputy Vice-Chancellors are also members of the Governing Council as well as the Senate and the Management Committees and are elected by Senate following nominations by the Vice-Chancellor.
The Deputy Vice-Chancellor (Administration) or in his absence the Deputy Vice- Chancellor (Academic) acts in the place of the Vice-Chancellor when the office of the Vice-Chancellor is vacant or the Vice-Chancellor is for any reason (including absence from the precincts of the University) unable to perform his/her functions.
Specifically, the Deputy Vice-Chancellor (Administration) has responsibility for overseeing and supporting community services including student and staff oriented services, business services, health, socio-cultural and religious matters. The Deputy Vice-Chancellor (Academic) has responsibility for overseeing university committees on research, academic planning, development," publications, learned conferences, postgraduate board, academic staff development, and Deans. He also assists the Vice-Chancellor to generate revenue.

VICE-CHANCELLOR

The Vice-Chancellor is the academic head of the University. The office of the Vice-Chancellor serves as the nerve center of activities in areas of protocol, external relations and coordination of various internal organs. The Vice-Chancellor is a member of the Governing Council and the Chairman of Senate.

Functions of the Vice-Chancellor
The duties of the Vice-Chancellor are vast, all-encompassing and cut across the broad Spectra of Timtally University operations as reflected in the respective duties, functions, responsibilities and schedules of the numerous offices in the system. Accordingly, the numerous duties of the Vice-Chancellor are:
i.    Directs the activities of the University and is the Chief Executive and Academic Officer of the University;
ii.    Ensures the preparation of agenda, memos and other submissions for the Governing Council meetings;
iii.    Fully briefs the Governing Council on all major decisions of University Committees and of Senate;
iv.    Brings to the Governing Council for approval or ratification all staff appointments, promotions and disciplinary matters as deliberated upon by the relevant Committees;
v.    Ensure adequate preparation of contract documents for the Governing Council as well as observance of due process for all financial transactions;
vi.    Responsible for the development of all new projects, rehabilitation and maintenance of all physical structure in the Departments and Colleges;
vii.    Coordinates the functions, duties and responsibilities of the University's principal officers;
viii.    In conjunction with the Bursar, explores other viable sources of revenue for the University i. e IGR
ix.    Ensures that guidelines for admission into the University are adhered to;
x.    Ensures that all cases brought before the disciplinary committees are treated fairly and justly;
xi.    Ensure smooth and orderly management of students of the University;
xii.    Ensures protection of lives and property of staff and students, maintain peace and stability on campus;
xiii.    Ensures adequate welfare for both staff and students; and
xiv.    Facilitates excellent working relationship with the Governing Council, National Universities Commission, the state and Federal Ministry of Education and NGO’s.
